When preparing this change I discussed the possibility of doing a bump with various people, and the consensus was not to do it. set_rcvar() was only (and only ever should be) removed from 10-current. Thus the change was a no-op in all the supported branches. As Chris pointed out bumping would have caused over 800 packages to be rebuilt, as well as users having to rebuild their local ports for no reason.
