There are many files in /etc (perhaps everything but /etc/rc) which are machine specific. In the interest of diskless support, and also to ease installations, it would be very nice if the whole directory (or at least many of its files) could be made machine-dependant. I know it is going to be tricky, because /etc/rc must be on the root partition, and mounting a directory on top of /etc it is going to make things confuse if working at all. How about allowing "init" to look for "rc" in some other directory first, say in /, so that /etc can be customized/mounted separately for each machine (say, leaving in the original /etc only the default information) ?
