The plugin regularly stops working after some time and upstream is de= ad, so this will probably never be fixed. I looked at matrix-ircd, which seems to be a more mature way to connect your IRC client to the matrix. At least it didn't stop working in the few day I tested it and, more importantly, the upstream is alive. Therefore I will close this PR and submit a new port for matrix-irc in a few days.
