Unless the author gave permission to "ok to distribute this on any
CD-ROM", I would think so.

Actually, I was thinking about this exact problem, maybe I should
leave the NO_CDROM in there, commented out, with a comment about how
WC got a special permission but others need to get this done
themselves.  Hmm.  That's ugly.
