	when running /stand/sysinstall to fdisk or label a disk and to set
	options it modifies /etc/rc.conf in a bad way by adding the comment
	field again and again to the end of the lines

>How-To-Repeat:

	run /stand/sysinstall to change a label, fdisk a disk or to change
	system config options in the configurations menu

>Fix:
	
	check the code that groks rc.conf and clean out comment modification.
	add a #FIRSTTIME comment and remove it the first time sysinstall
	modifies the rc.conf file
