The distro packages install it with phone home disabled. You might want to take a look at FreeBSD ports as well as Linux. Some panel plugins for weather report services and things like that might or might not collect data. IOW when using a "free as in beer service" that neither the FreeBSD, nor the Linux communities could provide on their own, it might cost something, such as data collection. IIRC the weather plugins I've seen don't do this, but imagine something such as software that might use satellite imagery (dunno if it exists for FLOSS at all).
