If you associate a serial device (/dev/cuaa0 for instance) with an IP, whoever connects with that device is assigned that IP. Check out the ppp.conf.sample file in /etc/ppp. You don't need DHCP since PPP tells the other side what IP to use. If the "client" does not specify what IP to use, it will use whatever IP it is given. DHCP would be redundant. You can set up a simple file with a list of devices and IP's, and use a login script to find out what modem the user connected to and what IP to assign it, or simply use a ijppp. The "client-server" (in quotes since it is actually point to point) IP negotiation is built-in to PPP (for all systems I have used, including Win95, NT, FreeBSD, Linux, etc.).
