Patch for v1.83

This fixes another bug found by Zhifu Wang in Beijing.  When you run Primer
Pooler on a very large server with over 100 CPU cores but with only a small
number of primers, it was possible for the load scheduler to malfunction and
miss out a primer, causing a crash later (e.g. in print-bonds).  This has n=
ow
been fixed.
