 No, the channel is automatically deleted on all servers. There is no way
for a channel to remain in existence with nobody at all in it, as this
would just eat way too much memory.
 The only thing I can think of is if you're doing a /names #<channel> to
see who's in it. This isn't a good measure of reliability, as people with
the IRC mode +i can't be seen like that.
 I don't know how new you are to IRC, sorry if this is a little too
complicated =)
