I guess you just installed FreeBSD on that machine, right?
You get that message because the locate database hasn't been 
built yet; you must do this by hand (as root):

# /etc/periodic weekly

That command suggests that the db is built by crontab once 
a week; btw it's on Sat at 3:30 in the morning.
