For mine I'd say leave it as is. Most visits are to monitor outstanding
issues. All you need is for people to check when submitting a PR and
there is an education issue. More commonly we have to remind people to check
gnats at all. I think a note to check GNATS and a url and a reminder
to use closed reports too appearing in the comments in the PR submit script
is a better move. Consider this a call for votes on the above change.
If people agree I'll commit it.
