Ok, I repeat it again maybe slightly different than in original message.
(I suggest to read original message too, there was few words about
DISABLE_STARTUP_LOCALE. Well, I suggest to read what I write maybe
not each time but sometimes).

Majority of users not understand (and not supposed to understand)
that they need additionly setenv ENABLE_STARTUP_LOCALE when
they set their LANG variable. They assumed that only LANG settings
is enough for ls/talk/etc. work with national chars. I already
tired reply to each "8bit fix" posted to -hackers this one phrase:
setenv ENABLE_STARTUP_LOCALE. Some of such "fixes" was even sneaked
to source tree and commits was backouted after my explanation.
Well, maybe it isn't visible for you, but if you take responsibility
on such things, it becomes visible, be shure. I assume here that user
are right and it is more easy acts like he suppose than constantly teach
everyone in the world. This user intention not breaks any standard,
so let it be.

I assume that you sometimes like to see your native language
well imbedded into various FreeBSD pgms, do you really happy
to type setenv ENABLE_STARTUP_LOCALE (well, maybe put it
into .login) or explain this feature to everyone who asks
instead of simple got-it-automatically when LANG is set?
