It causes the purge thread to wake up (https://github.com/freebsd/freebsd/blob/e0bfaddbc2f6dac2c494ca1fa0566cd4e2= ee0659/sys/netpfil/pf/pf_ioctl.c#L1924) and from there it works fine for a while (very random, last time it was jus= t a few seconds but now it's 20 minutes and still going).
