mail.accountmanager.defaultaccount

was set to    account9    with my Google account _apparently_ the default.=

After deleting the preference then resetting the defaut to be my Google
account, I found a different account number, and the option to generate a n=
ew
key pair was no longer greyed out.=20

Thanks to @blue_penquin:fairydust.space in Thunderbird Support in Matrix for
talking me through the workaround.
