I just set up a FreeBSD 1.1.5.1 system, and everything seems to work fine from the console. When I try to telnet in, I get a login prompt, and then after I issue my password, the screen freezes before the motd can come on. Similarly in ftp, I can login, but when it tries to open the connection for /bin/ls everything freezes. The connection seems to be open, and a lastlog shows me as still logged in, but it is dead in the water... I checked file permissions, and I CAN telnet in or ftp in from the console.
