No, it hasn't always been "just in case" -- there were ports that
failed.  I don't recall the details, and some of these have since been
fixed ( I patched some of them myself), but I'd guess that there are
still a substantial number of ports that  don't respect LDFLAGS (it
isn't so long since we even asked them to, after Dmitry made a heroic
effort for ports/157936).
