The problem has been solved. My ISP found the solution.

I used tcpdump and found out that sendmail was sending packets to the
nameserver. 

My ISP's admin told me to put the line "domain tomsk.su" into
/etc/resolf.conf. I have done it and sendmail does not dial out any more.

I posted here my ppp configs recently, so if you are going to use them, do
not forget the "domain" statement in /etc/resolv.conf otherwise you will
experience this problem too. Or shall I repost the configs?
