Update rclone to 1.65.0 and enable cmount build optino by default

Q&A:
poudriere: builds ok (14.0-RELEASE; amd64)
Makefile processed by portclippy/fmt

To keep support for mount, I made building the cmount option a default. This
version renames cmount to mount internally for FreeBSD, but disables the
previous mount option.
