According to the FreeBSD FAQ, you must first do sysctl -w vfs.usermount=1 Then, you have to give the users who are supposed to mount the floppy / cd the appropriate permissions. For example, if you want to allow a user to mount a CD in the drive represented by /dev/acd0c, then you would have to use the "chmod" command to set up the correct permissions on /dev/acd0c.
