Outlook is trying to retrieve newsgroups from a server named 'news' (supposedly there should be a default domain appended to it). Is there an address associated with 'news' in your - or your ISP's - DNS setup? If you do 'ping news' from the Windows machine that you are using Outlook on, does Windows resolve 'news' to an IP address successfully? If not, you might want to check the Outlook setup, and change the name of the news server it tries to contact.
