This is maintained by the gnome team, and all of the gnome ports are currently at version 3.18. They have historically been updated together to we move from release to release for the entire gnome system, rather than per port. That being said, graphics/evince has just been updated to version 3.26... so if newer versions of vinagre are tested and found to work without updating the entire gnome system, then new versions of vinagre can be included in ports.
