Uh?  19.2.1 is "Staying Current with FreeBSD".  I can't find any
mention of the words "bug" or "report" in the TOC.  There seems to be
a "Contributing to FreeBSD" chapter in CVS, but it's nowhere to be
found in the version of the handbook that's on the web site.  I
finally found it as a separate article listed on the main doc page.
