Not exactly. This is RAID 0+1 (mirrored stripes) as he said. What you described is RAID10 (striped mirrors). And as you pointed out, if one has the choice, going with 10 is better for most cases, as the failure case behaviour is much better. It can have better performance in some cases though - at the cost of reliability.
