It's for the mail submission program (MSP), not mail submission agent (MSA). Sigh, I had hoped to leave it as documented in the sendmail docs instead of having FreeBSD be different than other operating systems. OpenBSD and Solaris 9 have already adopted smmsp, uid 25.
