The targets in src/Makefile.inc1 just "drive" what's in src/sys/conf/Makefile.*. And to clear up any confusion, this isn't really "my" work. Marcel wrote the original targets, and I've just taken ownership of a PR submitted to improve the targets in Marcel's relative absence. Ciao, Sheldon.
