Yes, I've seen this behavior, and just recently characterized it as being 
related (at least in my case) to starting /stand/sysinstall to install one or 
more packages, not finding what I wanted, and exiting sysinstall without 
having installed anything. This seems to be more likely to happen now that the 
packages are distributed across multiple CDs.

Is this a major problem? NO.
Is it annoying? YES.
