this looks to be a mono card, if stereo it would say:

Hauppauge WinCast/TV, Temic PAL tuner, dbx stereo.
                                       ^^^^^^^^^^

if it truly is a PAL tuner it won't tune NTSC.  The probe code isn't well
tested but I've never seen it mistake an NTSC card for a PAL card.
