The server itself (xorg-server) doesn't force anything. Therefore, xf86-video-intel, xf86-video-ati and nvidia-driver might announce different level of support for XRandR. I don't have any NVIDIA hardware here, but I guess the NVIDIA driver doesn't support XRandR 1.4.
