Export a copy of the current tcsh code from contrib/tcsh, apply the patch, and vendor import the entire thing with an appropriate tag (tag style varies by contributed package, but I usually use something like PKGNAME_x_y_2001_08_28 for a patch against PKGNAME-x.y obtained from the vendor on 2001-08-28 (if you know the date it was checked in to their CVS tree or equivalent I use that, otherwise the date I received the patch). The reason for doing the export first is so that the tag gets applied to all files, not just the single file you change, so you can check out the module with that tag and get a consistent snapshot.
