I object, we don't need to pick HTML i18n DTD for just using
<META HTTP-EQUIV...>, this method _not_ violates HTML 3.2.

BTW, I suggest to change DOCTYPE to
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 3.2 Final//EN">
					    ^^^^^ new word
according to recommendation on W3C site.
