It maintains a hash that maps an installed file to a pacakge name, a hash that maps a package to an origin, and a list of installed packages. You get pkgdb by installing portupgrade. You can install packages from other locations by typing pkd_add -r "ftp://somesite/packages/name-version.tgz" There's mirrors on freebsd.org, basically anyone who carries the OS should have the packages too.
