It breaks even our best tools in certain ways (such as build failures if any palm stuff is listed in a poudriere bulk -f filelist). At best, this leads to repo-churn, and at worst this may cause end-user build failures a month before causing them again. Portmgr really isn't here to police the tree; we're here to help you and all the other committers with planning and implementing important changes.
