I read this article just a few days ago:

It gives general information about GEM (I did not know anything about it
before).

Some pointers are also available on wikipedia:
http://en.wikipedia.org/wiki/Graphics_Execution_Manager

This may help you to figure out what is GEM.  For your second questions
however, I have no answer to provide.
