It does no harm, they would be killed by TERM.

What you mean by "being watched"? Init watch only getty lines and _not_
watch pty lines, it is why /etc/ttys used instead of init internal list.

Retrieving full list of processes with control tty envolve bloating init
with kvm stuff which is not acceptable.
