Yes, all mentioned by you works for me too, but signal quality reporting
via WI ioctl (or wicontrol) does not work.

Hm, I've got such situation only once, and now all works fine for me
through boot loader:
...
ndis_load=3D"YES"
if_ndis_load=3D"YES"
...
