You're right.  The average person is going to use the Windows95 that
was loaded on his system by his dealer.

Unacceptable for replacing things like mail daemons if something in
the basic file relies on having an smtp server present.

I think this is the conceptual problem.  These are not two unique
sets of startups.  These are complementary sets of startups, one of
which should not be modified by virtue of it being part of the default
distribution and therefore a sore point at upgrade time if it *is*
modified, or which may be on read-only media (CDROM or NFS R/O mount).
