I originally brought this up because someone had a problem with the IERS co=
py.
I probably didn't make myself clear in the previous post, but the script
doesn't work properly even if you stay with the IETF version. The downloaded
copy isn't overwriting the working copy from the 10.3 install because they =
have
different expiry times but the same time-stamp.

The reason for checking the timestamp is to prevent the expiry going backwa=
rds,
comparing the actual expiry time would make everything just work.
