I don't know I can say for sure. But is it possible that the
list outside the jail had not been built/installed before.
Whereas those listed outside the jail, had already been
built/installed before inside the jail?

Meaning; if the port had already been built/installed before,
it wouldn't show up in the "cleaning" list.
