When you build a PECL module, NO_BUILD is defined => the build target
does not build anything, and make all is delayed until `make install'.
>How-To-Repeat:
Try to build a PECL (e.g. mail/pear-mailparse):
- make configure => OK
- make => do_nada
- make install => build + install.
