=46rom what I've seen the :BOOL part of the syntax should be used:

CMAKE_ARGS+=3D    -DLLVM_ENABLE_Z3_SOLVER:BOOL=3DOFF

It is not a textual definition from what I gather and
the intended type should be specified as well. (But
I'm learning things as I go.)
