Hi, I use cvs-cur deltas from ns3.saargate.de to update my repository, and I have the same problem. For example, GENERIC kernel of 4.3R requires src/sys/crypto/rc4/rc4.c, but rc4.c in the repository does not have RELENG_4_3_0_RELEASE tag.
