What version of IE are you using? I have a box nearby that has IE6
(from XP Pro), and to set passive you do:

 - Tools
 - Options
 - Advanced
 - Browsing
 - Use passive FTP (for firewall and DSL modem compatibility)
   (Passive FTP radio button is just under "Use inline autocomplete"
    and just above "use smooth scrolling", also nearby is the
    selection for "underline links")
