That's my guess too. Those configuration files are probably for 
FreeBSD's own FTP server, which is not tnftpd. Pkg says "tnftpd 
(formerly known as lukemftpd) is a port of the enhanced NetBSD ftp 
server to other systems." You should read the documentation of that 
server to find out how to configure it.

A number of FTP servers are available as ports/packages, including 
freebsd-ftpd. Try these commands:

pkg search ftpd-
pkg search --full tnftpd
