There's still an ftpd in 13.0, it's perhaps not where you think it is

root@arthur:3# uname -r
13.0-RELEASE-p4

root@arthur:3# grep ftp /etc/inetd.conf
#ftp	stream	tcp	nowait	root	/usr/libexec/ftpd	ftpd -l
#ftp	stream	tcp6	nowait	root	/usr/libexec/ftpd	ftpd -l

root@arthur:3# ls -l /usr/libexec/ftpd
-r-xr-xr-x  1 root  wheel  111448  9 Apr  2021 /usr/libexec/ftpd
