This will happen if src/gnu/usr.bin/cvs/contrib/Makefile is older than
src/contrib/cvs/contrib/Makefile.in, which is usually not the case, but
can happen by accident.  This has been fixed in 7-STABLE.

csup to get a clean tree, then

# touch /usr/src/gnu/usr.bin/cvs/contrib/Makefile

before building.
