Using apache13-fp-modssl.tar.gz of 11/14 from ftp://www.westbed.net: In order to be able to create a new Web using SSL I had to create a symlink between /usr/local/frontpage/we80.cnf and we443.cnf: % ls -l /usr/local/frontpage total 4 drwxrwxr-x 3 bin bin 512 Nov 23 10:34 ./ drwxr-xr-x 24 root wheel 512 Nov 22 21:30 ../ drwxrwxr-x 10 bin bin 512 Nov 22 21:42 version4.0/ lrwxr-xr-x 1 root bin 8 Nov 23 10:34 we443.cnf@ -> we80.cnf -rw-rw-r-- 1 www www 155 Nov 22 21:40 we80.cnf and now creation of Webs via SSL works fine.
