py-scp

The scp.py module uses a paramiko transport to send and recieve files via t=
he
scp1 protocol. This is the protocol as referenced from the openssh scp prog=
ram,
and has only been tested with this implementation.

QA:
- portlint -ANC: OK
- poudriere: OK with @py27 and py@36 FLAVORS
