I have a few questions regarding pmtu, mss, etc..

If pmtud is turned off, does freebsd conform to rfc's and send only 576 byte
packets to non local addresses. It does not seem to as although my
net.inet.tcp.mssdflt=512, when I look at tcpdump is still shows the mss is
1460?  When is this sysctl variable used?
