The installation CD just contains a very narrow set of additional
applications. It's basically the OS parts and assorted software.
The main purpose of this media is to get the OS running, setup
network connection, and start installing via Internet.

The DVD contains more software as precompiled packages, to be
installed with pkg. Of course that software has the versions
that have been "freezed" prior to RELEASE. If you need something
more recent, having Internet directly available for updates (or
at least a machine to fetch binary packages for further transfer
and installation) is recommended. The distfiles (sources for the
ports collection) are usually fetched from Internet as well, so
if you're going to build from source, Internet is what you need.

If that is _not_ an option, just mount the installation DVD and
use pkg to install the software you need by pointing at the correct
package location.
