I have to agree with you, the layering could be done much better.
I like to think of TCP/IP as an dependency tree more than a layer.

AT&T CDMA PCS. 

GSM coverage in Austin is quite good. The best coverage is still
AT&T's PCS, but Voicestream GSM only lacks coverage slight compared
to AT&T.  I was surprised that Voicestream had better coverage
than Verizon/MCI/Sprint.  

I still owe you that dinner, when are you coming to Austin? 8)
